OLI-Based Billing

Introduction

Vendors who provide toll-free numbers to service providers can charge a different price for calls that originate from payphones or paystations.

 

Likewise, PortaSwitch® can be configured so that the origin of a call is considered when charging customers and calculating costs for incoming calls (Calls from Vendor via SIP and Calls from Vendor via PSTN).

This chapter guides you through the configuration process.

Scenario

A service provider has a prepaid cards business and provides end users with two access numbers: toll-free number 18005552415 and DID number 12128842154.

 

The vendor, TATA Communications, charges the service provider as follows:

·       $ 0.10 / minute for calls to 18005552415 and $ 0.08 / minute for calls to 12128842154 if a user calls from a payphone;

·       $ 0.05 / minute for calls to either access number from all other lines.

 

End users dial one of the access numbers printed on the prepaid card and then choose where to call using the IVR. If they call from a payphone, they are charged an additional $2 connection fee.

Initial Configuration of PortaSwitch®

If you have just installed the PortaSwitch® software or dedicated a new billing environment to configure the services described in this handbook, make sure to first perform the initial configuration of PortaSwitch®. To do this, use the Initial Configuration of PortaSwitch® handbook.

Create Vendor Tariffs for Incoming Costs

A tariff is a single price list for calling services; in this case, for calculating how much your termination partner (vendor) charges you for delivering incoming calls to your network.

 

Since your vendor charges different prices for calls that come from payphones, it is necessary to create two tariffs.

 

Create vendor tariffs for incoming costs

 

1.     In the  Rating section of the PortaBilling® main page, choose Tariffs.

2.     On the Tariff Management page, click add Add.

3.     Fill in the Add Tariff form:

·       Name – Type a short name for the tariff object; this is the name you see in the select menus.

·       Currency – Choose the currency in which the vendor charges you.

NOTE: The currency for the tariff is only chosen once and cannot be changed later.

·       Applied To – Choose Vendor in the Applied To menu.

·       Routing – Clear the Routing box since the vendor will send calls to your network. 

·       Service – Choose Voice Calls here.

·       Default Off-peak Period – If you do not differentiate between peak and off-peak rates, just choose Not defined; otherwise, select one of the previously defined off-peak periods.

·       Short Description – Type a short tariff description.

·       Description – Type an extended tariff description.

4.     Click save_close Save & Close.

5.     Repeat steps 1–4 to create a tariff to define your costs for calls that come to your network from payphones.

Enter Rates

Rates are prices per-destination. Please refer to the Call Billing Parameters section in the PortaBilling Administrator Guide for more details on billing parameters.

 

You can manually add rates, one by one, or import large rate lists from a .csv or .xls file using the rate upload tool. To do this, please consult the Rate Import handbook.

 

To add rates manually, do the following:

1.     On the Tariff Management page you will see a list of available tariffs. Click the editRate Rates icon in front of the name of the tariff.

2.     On the Edit Rates page, click  Add.

3.     Fill in the required information:

·       Destination – Type a destination prefix directly (e.g. 1800) or access the destinations directory by clicking the Destination link (in the column header). Here you will find the desired prefix by country name.

NOTE: You need to create an entry for a phone prefix in the Destination register before you can create a rate for it in a tariff.

·       Interval – Specify the billing unit in seconds.

·       Price – Define the per-minute price for calls to this destination. Type 0.05.

NOTE: Click the  buttons to define different First and Next intervals and respective per-minute prices for them.

·       Effective From – If you want this rate to take effect sometime in the future, you can either manually type in a date or use the calendar (click the DD-MM-YYYY link).

NOTE: When using the calendar, you can specify that the date you are entering is in a different time zone than your current one. PortaBilling® will then automatically adjust the time.

4.     Click the save Save button on the toolbar, or the save_add icon on the left hand side of the row.

5.     Repeat steps 3–4 and enter the rate for the 1212 destination.

6.     Repeat steps 1–5 and enter the rates for calls that come from payphones.

Create a Vendor for Incoming Calls

This entity is required for keeping track of your incoming expenses, since the vendors are your providers of toll-free and DID numbers. In order to authorize every incoming call to your network, you can create an account under a vendor that will be used for such authorization.

 

1.     In the  Participants section of the PortaBilling® main page, choose Vendors.

2.     On the Vendor Management page, click add Add.

3.     Fill in the Add Vendor form. Please note that there are three tabs available on the page. The most important fields are:

Main form (top)

·       Vendor Name – Type a vendor name here.

·       Currency – Choose the currency in which this vendor charges you.

·       Opening Balance – Starting balance for the vendor; default is zero.

·       Billing Period – Split period for vendor statistics.

Web Self-care

·       Time Zone – The time zone that the vendor uses for his billing period (when sending you an invoice). Statistics will be divided into periods according to this time zone.

 

4.     Click save Save.

Define Connections for Incoming Calls

Create a Connection for Calls from Payphones

1.     While on the Edit Vendor page, click  Connections.

2.     Click add Add to add a new connection.

3.     Fill in the connection information:

·       Description – Specify the descriptive name for this connection. It will be displayed in the list of connections.

·       Type – Select Calls from Vendor via SIP.

·       Service Type – Select Voice Calls.

·       Tariff – Select the tariff that defines incoming costs for calls that arrive from payphones.

·       Node – Select the PortaSIP® node.

·       Remote IP – Specify the IP address of the vendor’s gateway or switch.

·       Info Digits – This option defines the call origination. Select the payphones using coin control signaling option from the list.

4.     On the Connection Load tab specify the capacity for this connection.

5.     Click save_close Save & Close.

Create a Connection for Calls from Other Lines

Repeat the steps from the Create a Connection for Calls from Payphones paragraph, but in step 3, leave the default ANY value for the Info Digits list.

Configure Termination for Outgoing Calls

Please perform the Create a Vendor Tariff, Enter Rates, Create Vendors and Define Connections steps as described in the Prepaid Calling Cards handbook to configure the termination for the outgoing calls your users will make.

Configure the IVR Application

First you need to define that when a call is made to your prepaid calling card service’s access number, PortaSIP® launches the corresponding IVR application to handle the call.

Set up the IVR Application

Set up the IVR application for the virtual PortaBilling® environment where you use this application.

1.    In the  Routing section of the PortaBilling® main page, choose IVR Applications.

2.     Click the add Add button.

3.     In the Name field, type a name for the IVR application. In the Application Type list, select Prepaid card calling.

4.     Click on the application’s name to further configure this IVR application.

5.     To add the access number, click the add Add icon.

6.     In the Access Number field, type your prepaid calling card access number or click the Access Number link to assign DID numbers from the DID inventory.

7.     Click save Save.

8.     Repeat steps 6–7 to add more access numbers.

Customize the IVR application by following the guidelines provided in the Prepaid Calling Cards handbook.

Create Tariffs for End Users

To apply different prices to users depending on where they call from, create two tariffs: one for when a user calls from a payphone and the other for calls that come from other lines.

 

1.     In the  Rating section of the PortaBilling® main page, choose Tariffs.

2.     On the Tariff Management page, click add Add.

3.     Fill in the New Tariff form:

·       Name – Type a short name for the tariff object; this is the name you will see in the select menus.

·       Currency – Choose the currency in which you charge your prepaid card customers.

NOTE: The currency for the tariff can only be chosen once and cannot be changed later.

·       Applied To – Choose Customer, as this tariff will be used to charge your prepaid customers.

·       Managed By – Choose Administrator only here (this option is only visible after you select Applied to: Customer above).

·       Service – Choose Voice Calls here.

·       Connect Fee – Specify 2 here.

·       Round Charged Amount – Instead of calculating xDRs with 5 decimal places, round up the xDR amount values (e.g. XXXXX.XX000 means rounding to decimal number, so that 1.16730 becomes 1.17).

·       Default Formula – This is the default rating formula that will be applied to every new rate created in the tariff. If you leave it empty, an “old-style” rating will be used.

·       Short Description – A short tariff description. This will be shown in the rate lookup on the admin interface and self-care pages for your accounts and customers.

·       Description – Type an extended tariff description.

 

4.     Click save_close Save & Close.

5.     Repeat steps 1–4 and create another tariff to be applied to your users when they make calls from other lines. Leave the zero price in the Connection Fee field.

1.     On the Tariff Management page you will see a list of available tariffs. Click the editRate Rates icon in front of the name of the tariff.

2.     On the Edit Rates page, click  Add.

3.     Fill in the required information:

·       Destination – A destination prefix may be entered directly (e.g. 420 for the Czech Republic) or you can access the destinations directory by clicking the Destination link (in the column header). Here you will find the desired prefix by country name.

NOTE: You need to create an entry for a phone prefix in the Destination register before you can create a rate for it in a tariff.  

·       Interval – Type the billing unit in seconds.

·       Price – Type the per-minute price for calls to this destination.

NOTE: Click the  buttons to define different First and Next intervals and respective per-minute prices for them.

·       Rate Formula Wizard formula_wizard – This launches the wizard for creating a custom rating formula.

·       Effective From – If you want this rate to take effect sometime in the future, you can either manually type in a date, or use the calendar (click on the DD-MM-YYYY link).

NOTE: When using the calendar, you can specify that the date you enter is in a different time zone than your present one. PortaBilling® will then automatically adjust the time.

4.     Click the save Save icon on the toolbar, or the save_add Save icon on the left hand side of the row.

5.     Repeat these steps to enter more rates.

6.     Repeat steps 1–5 to enter rates to all the tariffs for end users that you have created.

 

_Hint_Glasses TIP: You can further differentiate your prices depending on OLI. To do this, create separate tariffs for each call origination and define your rates within.

Create a Product

1.     In the  Rating section of the PortaBilling® main page, choose Products.

2.     On the Product Management page, click the add Add icon.

3.     Fill in the New product form:

·       Product Name – Type a product name here.

·       Product Name Visible to End User – Type the name of this product so that your customers will see it on their self-care interfaces.

·       Account Role – Select Prepaid card from the list.

·       Product Type – Choose Main Product here.

·       Currency – Product currency; only tariffs that share the same currency will be permitted in the rating list.

·       Managed By – If you want this product to be used for your reseller’s accounts, so that the reseller himself can change the parameters of this tariff and create new accounts with this product, choose the customer’s name from the menu. Otherwise choose Administrator only here.

Included Services tab

·       Service Type – Select the Voice Calls check box.

NOTE: When you click the Next button or switch tabs, the product and all of the changes performed within the product configuration are saved.

Usage Charges tab

To apply different tariffs depending on user call origination, connect them in the rating entries for the product.

 

4.     When in the Usage Charges tab, click Add to add a new rating entry:

o   From the Node menu, select the PortaSIP® node.

o   From the Service select menu, select the Voice Calls service.

o   From the Tariff list, select the tariff that will be applied for calls from payphones.

o   Click Update.

5.     Click the Advanced Configuration button.  

·       In the Usage Charges Entry dialog window, select the required OLI value from the Originating Line Information list,

·       Click Save.

6.     Repeat step 4 to add all required rating entries to the product.

7.     Complete the product configuration as described in the Prepaid Calling Cards handbook.

8.     Click Done to save the product.

Create a Customer and Generate Accounts
