Use the ANI authentication script on the incoming POTS dial-peer. See the description in the Section 3 of the PortaSwitch Handbook: Prepaid and Postpaid Services. The ANI authentication scripts embedded into Cisco GW are very basic, but should be sufficient for testing. We can modify a normal debit card application script for production use, so that it will do ANI authentication instead of asking for a PIN.
